Here is the update from PAGASA of the 2019 Typhoon Tisoy as it enters the Philippine Area of Responsibility (PAR).

TROPICAL CYCLONE: ALERT

“TISOY” WEAKENS INTO A TROPICAL STORM AS IT CONTINUES TO ENCOUNTER THE NORTHEAST MONSOON SURGE OVER THE WEST PHILIPPINE SEA.
• Heavy rainfall outlook for today: Tropical Storm TISOY is no longer
directly affecting the country. However, heavy rains may still be
experienced over most of Northern Luzon and Aurora due to the Northeast
Monsoon surge. This rainfall may trigger flooding and landslides in
highly to very highly susceptible areas. For more information, please
see the Weather Advisory #1 on the Northeast Monsoon issued at 11:00 PM
today.
Other Hazards and Information
• Sea travel is risky,
especially for small seacrafts, over the seaboards of Northern and
Central Luzon, and the eastern and western seaboards of Southern Luzon
due to rough seas.
• Gusty conditions associated with the Northeast
Monsoon may also be experienced in the northern portions of Northern
Luzon, especially in the coastal and mountainous areas.
• “TISOY” is
forecast to exit the Philippine Area of Responsibility tomorrow morning
and is likely to weaken into a Low Pressure Area within 24 hours.
Location of eye/center: At 10:00 PM today, the center of Tropical Storm
“TISOY” was estimated based on all available data at 420 km West of
Subic, Zambales (14.5°N, 116.4°E).
Strength: Maximum sustained winds of up to 75 km/h near the center and gustiness of up to 90 km/h.
Movement: Moving West at 10 km/h.

TYPHOON “TISOY” SLIGHTLY WEAKENS AND IS NOW OVER BURIAS ISLAND.
• The eyewall of “TISOY” is currently bringing violent winds and
intense rainfall over Camarines Norte, Camarines Sur, Albay, and
Masbate. This eyewall is forecast to affect Southern Quezon, Romblon and
Marinduque in the next 3 hours.
Heavy Rainfall Outlook
•
Between early morning and late afternoon today: Frequent to continuous
heavy to intense (with isolated torrential) rains over Bicol Region,
Romblon, Marinduque, Mindoro Provinces, CALABARZON, Metro Manila,
Bataan, Pampanga and Bulacan. Occasional to frequent heavy rains over
the rest of Central Luzon. Intermittent heavy rains over Samar
Provinces, Biliran, Aklan, Antique, Capiz, Iloilo, Guimaras, and the
northern portions of Negros Provinces and Cebu.
• Between late
afternoon today and tomorrow early morning: Frequent to continuous
heavy (with isolated intense) rains over Mindoro Provinces, Metro
Manila, Central Luzon, Rizal, and Northern Quezon including Polillo
Islands. Occasional heavy rains over Cagayan Valley, Cordillera
Administrative Region, Marinduque, Romblon and the rest of CALABARZON.

Northern Samar, Catanduanes, Albay, Camarines Sur, and Sorsogon.
• “TISOY” is expected to make landfall over Sorsogon in the next 3 hours.
Heavy Rainfall Outlook
• Between tonight and tomorrow morning: Frequent to continuous heavy to
intense rains over Bicol Region, Northern Samar, Southern Quezon,
Marinduque, and Romblon. Frequent to continuous heavy rains over Samar,
Eastern Samar, Rizal, rest of Quezon, Laguna, and Oriental Mindoro.
Moderate to intermittent heavy rains over Metro Manila, Occidental
Mindoro, rest of CALABARZON, Cagayan, Isabela, Aurora, and the rest of
Eastern Visayas.
• Between tomorrow morning and evening: Frequent
to continuous heavy to intense rains over CALABARZON, Central Luzon,
Metro Manila, Mindoro Provinces, Marinduque, and Romblon. Occasional to
frequent heavy rains over Cagayan Valley, Cordillera Administrative

TYPHOON “TISOY” CONTINUES TO MOVE WESTWARD TOWARDS THE BICOL PENINSULA.
Heavy Rainfall Outlook
• Tonight until tomorrow afternoon: Intermittent to occasional heavy
rains over Bicol Region, Eastern Visayas and Northern Cebu.
•
Tomorrow afternoon until Tuesday noon: Frequent to continuous heavy to
intense rains over Bicol Region, southern Quezon, and Marinduque.
Occasional heavy rains over Northern Samar, Romblon, Batangas, Mindoro
Provinces, and the rest of Quezon. Intermittent heavy rains over Samar
Provinces, Biliran, Leyte, and the eastern portions of Cagayan and
Isabela.
• Through the rest of Tuesday and on to Wednesday morning:
Frequent to continuous heavy to intense rains over Central Luzon, Metro
Manila, CALABARZON, Bicol Region, Mindoro Provinces, Marinduque and
