Here is the update of Tropical Depression Samuel as it maintains its direction moving towards central Philippines. Here is the latest announcement issued by PAGASA.

TROPICAL CYCLONE: WARNING
ISSUED AT:11:00 PM, 20 November 2018
TROPICAL DEPRESSION “SAMUEL” IS ABOUT TO MAKE LANDFALL OVER SOUTHERN PORTION OF EASTERN SAMAR.
• “SAMUEL” is expected to make landfall over the southern portion of Eastern Samar between 12:00 AM and 2:00 AM tomorrow.
• Moderate to heavy rains which may trigger flooding and landslides is expected over Visayas, Bicol Region, MIMAROPA, and southern Quezon. Residents of these areas, especially those living near or in river channels, low-lying and mountainous areas, are advised to take appropriate measures, coordinate with local disaster risk reduction and management offices, and continue monitoring for updates.
• Fisherfolks and those with small seacrafts are advised not to venture out over the areas under TCWS #1, as well as the northern and eastern seaboards of Luzon.
Location of eye/center At 10:00 PM today, the center of Tropical Depression “SAMUEL” was estimated based on all available data at 90 km East Northeast of Guiuan, Eastern Samar (11.3 °N, 126.5 °E)
Strength Maximum winds of up to 55 km/h near the center and gustiness of up to 65 km/h.

TROPICAL DEPRESSION “SAMUEL” HAS SLIGHTLY SLOWED DOWN AS IT CONTINUES TO APPROACH THE LEYTE GULF AREA.
• Moderate to heavy rains which may trigger flooding and landslides is expected over Visayas, Bicol Region, MIMAROPA, southern Quezon and Dinagat Islands. Residents of these areas, especially those living near or in river channels, low-lying and mountainous areas, are advised to take appropriate measures, coordinate with local disaster risk reduction and management offices, and continue monitoring for updates.
• Fisherfolks and those with small seacrafts are advised not to venture out over the areas under TCWS #1, as well as the northern and eastern seaboards of Luzon.
• “SAMUEL” is expected to make landfall in the area between the southern portion of Eastern Samar and Dinagat Islands tonight.
