Typhoon Luis Update: Now Outside Philippine Area of Responsibility
Update: As of 11:00 AM on September 15, 2014, Typhoon “Luis” is outside the PAR. The outer spiral of the typhoon is still affecting Ilocos Norte, Ilocos Sur, La Union, Abra and Pangasinan.
