HAARP Project and Conspiracy?

In the recent deaths of red-winged blackbirds in Arkansas, suspicious-minded people are now thinking that the government High Frequency Active Auroral Research Program, known as HAARP project, is to blame.

The HAARP project analyzes the ionosphere and investigate the potential for developing ionospheric enhancement technology for radio communications and surveillance purposes by transmitting high-frequency signals into the ionosphere.

TruTV’s “Conspiracy Theory with Jesse Ventura” even featured the HAARP project.
