Hank Johnson is confused and really do not have an idea what he was talking about. He thought Guam will tip over and capsize due to over population — that is after the addition of 8,000 Marines and their families at the island. What? Is U.S. Representative Hank Johnson, D-Georgia, serious? He was, when he asked Navy Admiral Robert Willard.
